I cant get remote starter installed correctly. Only get through step 6

2016 jeep cherokee.  I make it through step 6 but when I make sure the dash light is off and insert the key on step 7, the blue light will not come on.  '

What is the voltage present on the yellow wire at the 20 pin connector, key on and key off?

Also what is the service number to the unit?
