Blue light won't flash when put key in on position

Question

Purchased preprogrammed evo for 2010 dodge ram diesel. Followed instructions to program key. Once you insert key into on position the blue light remains a constant blue. Not flashing

Connect the yellow wire as shown in the diagram.

Harness and evo were already pre spliced and built from supplier. Looks like the yellow wire from the 20 pin connector is already spliced to the harness.

re do the connection...If the blue led does not go out when you turn on the ignition it means the yellow wire on the 20 pin is not seeing 12 volts when ignition is on.
