Red LED flashes 3 times

2010 Toyota Rav4, G Key.  Everything connected, press the program button 2x, insert key turn to run and the red led flashes 3 times.  Repeat programming and same effect.   Does the yellow loop on immobalizer and the pink imi wires need to be cut?

No real info provided on the vehicle (I see you went back and editied your post to provide basic details). But normally that happens on toyota's when there is an issue iwth the IMMO data wire connected at the OBD2 port.
