can't get solid blue led stay on ptogramming 1-3

If blue light does not stay on after step 1, check ground and check PINK ignition wire. Module either has no ground or detected ignition on.

i had a good ground and i check the ignition and was ok. and when i press oem fob to lock unlock the cluster is fleckiring.
