Sucessfully programed but not starting. 2011 Ford fusion

I've connected everything according to guide 32171 (I didn't add a hood pin but did add the valet switch) and programmed the evo using both methods successfully but the vehicle won't start using 3x lock

What does the module/vehicle do when you press lock 3 times?
