2007 Cobalt Low Voltage CAN SW pin 1

Installing EVO ALL in a 2007 Chev Cobalt Blue light in on when i turn key on to progarmme the led goes out but no green led on so test voltage at the OBD II and or the same at OBD II and EVO ALL but the CAN SW pin 1 is only reading .4 volts the guide is saying should between 1 - 4.7 volts

The OBD connector is viewed from the FRONT which is the connector side, NOT the wire side. You are probably on the wrong wire.

I'm looking at from the front even if I wasn't do not think there was a wire connected to pin 6 on this car so would this be a problem with the car or the bypass not reading below 1 volt
if the single wire can is reading .4 volts this is a problem with the car. Try starting the vehicle activating door locks etc to wake up the can bus.

When the blue light goes off and doesnt blink it measn the can bus wires are not seeing data. So verify you are connected securly on the correct wires as mathieu stated.

Be sure that you have connected the yellow wire to ignition as well.

I tried testing can sw wire in a couple of places still .4 volt it doesn't stop the car from running and my scan tool from working but the evo all need 1 volt or more to read not going to spend time to find the problem with the car so I'm just going to abandon the install
That evo-all service number you gave says that the evo is flashed for a Toyota Matrix with a Toyota firmware. This needs to be fixed first.
