2015 Nissan Rogue- EVO-NIST3 Won't program

Just installed today and when I plug in the unit all 3 lights continue to flash.

What now?

If all 3 lights are flashing this means the module is empty. You must flash and configure the module using the flash link updater before attempting the in vehicle programming.

So where/how do you hook up the module to the Flash lik updater and why wasn't it programed for the car? When I ordered it, the information said it was for the 2015 Nissan Rogue, is this a failure on Fortins part?
