evo all remote start on 2017 toyota corolla does not start the car

programmed the unit, hood pin not installed, A 11 switched to off, hit lock switch 3x car does not turn on, blue led flashes 3x,  red led turns on then off, then flashes 3x, no start, no lights. Do I need to have the hood pin installed?
