My evo all blue light won't flashed rapidly when press the push to start twice to program it

I want to program my evo all on my toyota camry 2011 hybrid but the blue light is not flashing rapidly when i push the start button twice

Do the blue led go out when you turn ignition on?

No, it continue to be on

it remained on blue led even when the ignition was put ON

Did you meter the ignition wire to see if 12 volts show on the IGN?
